Currently we are under contract with our client seeking an experienced Senior Executive responsible as the clinical lead for their project Partnership to Advance Tribal Health-PATH. This project is designed to improve health care for American Indians and Alaska Natives specific to the quality of care in the 26 Indian Health Services hospitals across eight states.

The Senior Director provides strategic direction, leadership, and overall program management for the American Indian Alaska Native Healthcare Quality Improvement (AIANHQI) project also known as the Partnership to Advance Tribal Health (PATH) and interfaces with federal leadership at the Centers for Medicare and Medicaid Services (CMS) and the Indian Health Service (IHS) headquarters and applicable IHS Area Office leadership. The Senior Director ensures the PATH project is designed, implemented and evaluated to meet the goal of improving health and health care for American Indians and Alaska Natives (AIAN) who access services through IHS administered hospitals. The Senior Director designs innovative new programs as well as directs and oversees existing programs through the incorporation of complex concepts, rapidly changing environments and ongoing stakeholder input.

This position includes spearheading the work of subcontractors and company staff.


  • Leads strategic planning for programs and implements plans in a way that is aligned with the goals of the PATH project.
  • Develops programming to achieve maximum impact and outcomes.
  • Serves as primary project interface with the project’s contracting officer representative (COR) subject matter expert (SME) and other CMS and IHS officials
  • Provides project oversight in the focus areas of the PATH project including leadership learning and action network activities; quality improvement training for IHS personnel; Data collections, reporting and use of data for improvement; and other initiatives as defined by the project team.
  • Manages multiple subcontractors to ensure effective project delivery across 7 states, 7 IHS Area Offices and 24 hospitals
  • Ensures contract deliverables are developed, maintained and submitted in accordance with established schedules
  • Develops program team and staff roles to achieve PATH strategies and program goals
  • Builds relationships, identifies opportunities, negotiates beneficial terms, and executes formal agreements with stakeholders, grantors, sponsors and contracting organizations
  • Acts as key program spokesperson: convenes, delivers, and prepares panels and presentations for CMS, IHS, Senior Executives, Board of Directors, and external stakeholders
  • Develops core program messaging and ensures consistent communication internally and externlly
  • Oversees program staff and activities to ensure timely and efficient execution of all required deliverables including coordinating requirements, developing and negotiating contracts, and integrating contract requirements with business operations
  • Ensures projects progress on schedule and within prescribed budgets.
  • Manages staff and vendors: sets expectations, meets commitments, and communicates changes in a timely manner to ensure contractual commitments are met
  • Understands and effectively communicates mission, vision and values to a variety of audiences, both external and internal



  • Master’s degree or equivalent in public policy, public health, health administration, business, or other related field required
  • Extensive experience in health care delivery, including quality improvement, clinic administration, primary care transformation and clinical care
  • Comprehensive understanding of the Indian Health Service regarding quality.
  • Clinical process improvement background and project management strongly preferred
  • Minimal travel as required

Must thrive in a fast paced environment where new unformulated ideas and concepts are articulated, developed and tested in a complex collaborative environment
  • Highly skilled in management and project management principles, processes and techniques, and ability to meet deadlines and budget limits
  • Ability to communicate effectively with individuals and facilitate complex discussions among groups having divergent needs and points of view

Our client is a 40+ year old privately held, financially strong, not-for-profit operation in 8 western states. Their primary focus is working with CMS, Medicaid, Medicare and IHS on healthcare initiatives regarding quality of care and preventative health issues.
